American Friends Service Committee et al. Amicus Brief, Parsons v. Ryan

This amicus brief by American Friends Service Committee and others argues federal class action status is appropriate when members of a class challenge a policy or practice that exposes them to an injury. In this case, the class challenged Arizona Department of Corrections’ failure to provide minimally adequate medical and mental health to people in state custody and their unconstitutional use of solitary confinement. The case settled and required Arizona to meet certain health care performance standards, change rules for treatment of incarcerated persons with mental health concerns, and limit the use of pepper spray in facilities.
