[California] Los Angeles County Probation Camps: Second Amended Settlement Agreement 

On December 12, 2010, the Memorandum of Agreement (MOA) between Los Angeles County and the United States regarding the Los Angeles County Probation Camps was amended a second time. The amended MOA recognizes that the County implemented significant reforms and achieved substantial compliance with all but four paragraphs of the MOA, and thus extends the agreement for an additional two years. The outstanding provisions that require additional work toward compliance include hiring enough staff to keep residents safe, offering adequate rehabilitative and gender-specific programming, implementing a behavior management system that rewards positive behavior without arbitrary discipline or sanctions, and creating policies and procedures to address substance use disorders. An additional paragraph was added to the MOA that involves LA County working to increase access to community alternatives, minimize Camp confinement, and offer reentry support and services.
