Preventing School-Based Arrest and Recidivism Through Prearrest Diversion: Outcomes of the Philadelphia Police School Diversion Program

This study assesses the Philadelphia Police School Diversion Program, a pre-arrest diversion model which seeks to provide alternatives to the school-to-prison pipeline.

From the conclusion:

An evaluation of the Philadelphia Police School Diversion Program produced promising results, suggesting that such pre-arrest, school-based diversion opportunities can contribute to considerable reductions in school-based arrests without compromising school or public safety. Findings related to future risk for arrest suggest that further research should investigate the role of demographic and incident-related characteristics in these outcomes. Replication of these efforts in other jurisdictions would, likely, further bolster the evidence that pre-arrest diversion programs can play a major role in safely dismantling the school-to-prison pipeline, helping youth stay on a positive trajectory as they mature into adulthood.
